Oh realized a possible oversight! Around 50% Elis affection! His event only triggers during going for a grocery run during after work!
It may lock off different parts of his route so apologies if this causes some problems! So be sure to do so around 50%!
To avoid any other problems I'll list the requirements for the other events:
25% -Be in breakroom
50% - Grocery in the afternoon
75% - Work
>95% - Fall or Winter

You can easily solve this issue with a UI change to the map, like a tiny chibi head of the character above the location names, a clear "Hey, there's a possible event with this character here!" Just another QoL change, seems I messed up Elis route myself cause I didn't know this.

I'm def implementing what you suggest.
I know it's not much but you can edit your save files with notepad at Users/[ComputerName]/AppData/Local/Femboy_Burgers.
The value for Elis's affection meter is e_affection
